some cable firsts

September 7
ESPN:
1979:
At 7 p.m., an RCA SATCOM I communications satellite 22,300 miles above the equator, south of Hawaii, receives a signal from an earth station transmitter in Bristol, Conn., and beams the message back to earth and into the homes of about five million cable television viewers across the United States.

The Entertainment and Sports Programming Network (ESPN) hits the air.

Sportscasters George Grande and Lee Leonard introduce the network to viewers. Also present at the debut are Getty Oil executives - Getty has an 85 percent interest in the company - and NCAA officials.

The cable network plans to televise 12-14 hours of sports weekdays and 19 hours on weekends. In a few months, ESPN plans to go 24 hours, seven days a week.

Twenty-four hour sports programming is the brainstorm of ESPN president William Rasmussen, who got the idea for an all-sports network format while stuck in a traffic jam. At first, he planned on a regional network, but when he learned that his satellite fee would be the same if the telecast went to the entire country, he went nationwide.

"What we're creating here," says Scott Rasmussen, Bill's son and ESPN vice-president, "is a network for sports junkies."

AMHERST COMMUNITY TELEVISION (ACT) is a non-profit community service which brings locally produced television to Amherst viewers by operating the Amherst's cable television channel.

An interesting book is:

Cable Television in the Cities: Community Control, Public Access, and Minority Ownership by Urban Institute (1971, Book, Illustrated)

This report is aimed at urban groups, particularly minority groups, who want to participate in cable television (CATV) planning and ownership in their communities. The first section of the report describes the growth of CATV and the potential of CATV to help or hurt minority communities. Part two states "although this chapter focuses on participation by blacks much of the discussion is applicable to Puerto Rican, Indian and Chicano communities", and describes CATV technology, its possible urban applications and its financial viability. The next section describes the equipment needed to set up and operate a production studio and estimates the capital and operating costs. Part four highlights some typical municipal regulations of CATV and shows a model 13-page franchise agreement described as "an example of the type minority groups might seek". Part five describes minority business opportunities in CATV, and the final part of the report summarizes Federal Communications Commission regulations regarding CATV, lists groups concerned with promoting CATV, and describes major CATV research projects in the U.S. (MG) Abstractor:

Cable TV: From Community Antennas to Wired Cities

HBS Faculty Member Thomas R. EisenmannExecutive Summary:

The cable television industry has long outgrown its roots as a source of better TV reception to achieve its present place as a key player in the emerging telecommunications infrastructure. That change, writes HBS Professor Thomas R. Eisenmann in Business History Review, amid different managerial respondes to the twin—and sometimes competing—objectives of stabilty and growth. In this excerpt, Eisenmann looks at the formative years of the industry, from 1948 to 1975.

Thomas R. Eisenmann is the William J. Abernathy Professor of Business Administration at Harvard Business School.

IRENE STARR - Public access

Irene Starr
1986
from 25th College reunion book
(Reunion theme was  'sailing ahead')

I've had an eclectic "voyage" that combines family, career, and community involvement. Norton and I have been "sailing together" for almost 27 years, We have a capable "crew" of two sons who, at almost 17 and 20, are preparing to set their own sails. They attend Deerfield Academy and Union College.

My early career involved graduate work in physics and then teaching part-time at Wellesley and Mt. Holyoke.

Eight years ago, I took a beginning Work shop in video production because it sounded interesting, That was the first step to a new career in video, public access cable and educational media, It's a fascinating field that offers working with people and participation in a community affairs. I worked as coordinator of the Union Video Center at U Mass and as a consultant. I have also received several grants to produce a storytelling program for the local channel. Several of my productions placed in local competitions and one was a finalist in a national competition. Through video I have expanded my interests into several other fields and just become a member of the Amherst Arts Council which awards grants to local artists. I finished a M.Ed. in educational media an will probably continue for a doctorate  while working part time in the media office of the Amherst College library

There are a number organizations and educational institutions which I have been an officer, board member, or active volunteer.  I particularly enjoy the development of new programs and directions. My longest affiliation has been with the skating club of Amherst since figure skating is my favorite sport and my children became excellent at it. In addition, I have been on the board of the center for Community Access Television since 1979 and have also served as coordinator for several years prior to it being a full time position.

I continually feel fortunate with the meanderings of my life but wish that the opportunities that I have had were available to all.

* Reunion theme was "sailing ahead."

I’ve attached the bio of me written in 1986. I found a great position at UMass in 1989 so I didn’t finish the doctorate that is mentioned.

Take care,

Irene

Abstract:
Group comprised of students from the University of Massachusetts and community members who sought to develop and promote cultural, literary, charitable, educational and public affairs television programming. Records include by-laws, articles of organization, organizational histories, annual reports, meeting minutes, correspondence, program schedules, subject files, brochures, handbills, news clippings, and materials relating to a proposed merger with University of Massachusetts Cable Vision. In 1989, CCATV was renamed Amherst Community Television (ACT).

Historical Note

The Center for Community Access Television (CCATV) was established in 1976 as an outgrowth of meetings initiated one year earlier by the town's Cable Advisory Committee, a group comprised of students from the University of Massachusetts and community members. In 1977, CCATV opened its studio in downtown Amherst, Massachusetts after the town and local cable company agreed to a joint approach to public access. CCATV volunteers operated facilities for equipment access, training, production, and cablecasting while the cable company provided basic equipment and a small stipend.

Guided by its mission to develop and promote cultural, literary, charitable, educational and public affairs programming, CCATV began teaching formal workshops on video production to interested community members. Limited special programming was shown on a shared channel before 1978 with continuous programming initiated on March 12, 1978 on Channel 3. Programs aired weekday evenings, with the Community Calendar and Job Board, funded by local businesses, broadcast at all other times.

In 1982 and 1985, negotiations with the cable company and refranchising resulted in the hiring of a professional director and paid staff as well as the acquisition of operating funds and additional equipment.

In 1989, CCATV was renamed Amherst Community Television (ACT).
